Global Carbon Emissions Still Rising Despite Progress in 35 Countries

Global carbon emissions from fossil fuels are set to rise again in 2025, according to the latest Global Carbon Budget report led by the Global Carbon Project. The findings show that while more countries are beginning to cut their carbon footprints, the world remains far from the emission reductions needed to limit global warming to 1.5°C. Scientists say that despite visible progress in several economies, overall emissions from fossil fuels continue to climb, keeping the planet on track for a dangerous temperature increase by the end of the century.

Rising Global Emissions and Slowing Sinks

The report projects that carbon dioxide emissions from fossil fuels will increase by about 1.1% in 2025, continuing a trend similar to 2024. Coal, oil, and natural gas are all contributing to the rise, with gas emissions expected to climb by 1.3%, oil by 1%, and coal by 0.8%. These figures indicate that global reliance on fossil fuels is still expanding despite gains in renewable energy and repeated climate warnings.

Scientists also found that the planet’s natural carbon sinks, such as oceans and forests, are not absorbing carbon as effectively as before. The land sink has shown little growth since 2000, while the ocean sink has weakened since around 2016. This slowdown means a smaller share of human emissions is naturally absorbed, leaving more carbon dioxide in the atmosphere and accelerating climate risks.

Signs of Progress in 35 Countries

Amid the overall rise in global emissions, the study offers a rare note of optimism. A total of 35 countries have reduced their fossil fuel emissions while still growing their economies. This signals a partial decoupling of economic growth from carbon output, suggesting that policy changes, technological shifts, and energy transitions can make a real difference. Although these countries represent a positive shift, their combined progress has not yet offset the continued growth of emissions elsewhere.

The report does not provide a detailed list of these 35 countries in the summary. Still, previous analyses show that many are in Europe, along with some emerging economies that have made significant strides in renewable energy and energy efficiency. Experts highlight that this trend proves emission cuts are possible without halting development, though global coordination remains essential to scale up such progress.

A Shrinking Carbon Budget and Rising Temperature Risks

The world’s remaining carbon budget for keeping warming within 1.5°C is now estimated at only around 170 gigatonnes of carbon dioxide. At current emission rates, this budget could be exhausted within just a few years. Scientists warn that unless emissions begin to fall rapidly, global temperatures could rise by roughly 2.8°C by the end of the century under existing policies. Such an increase would intensify heatwaves, disrupt ecosystems, and threaten food and water security worldwide.

Emissions from land-use change, such as deforestation, are projected at about 4.1 billion tonnes of carbon dioxide in 2025. While slightly lower than the ten-year average of 5 billion tonnes, these emissions still contribute significantly to the global total. The findings underline that while some progress has been made, the pace of international action remains far too slow to meet the Paris Agreement targets.
