The Vancouver-based deep-sea mining firm, the Metals Company, has become the first to seek formal U.S. approval to mine the international seabed. NOAA is expected to issue a preliminary determination on whether the Metals Company’s application meets U.S. regulatory requirements within 60 days. A full environmental and technical review would follow if the application proceeds.
The deep-sea mining push is unfolding against a broader backdrop of sweeping environmental rollbacks by the Trump administration. During the first 100 days of his second term, Trump has enacted dozens of policy changes that experts say could severely undermine climate protections and environmental safeguards.
On his first day in office itself, Trump had signed 54 executive orders—several of which directly targeted environmental regulation. These include a declaration of a national energy emergency, the second withdrawal of the U.S. from the Paris Climate Agreement, expanded offshore drilling, and relaxed restrictions on fossil fuel extraction from federal lands.
Critics are particularly alarmed by the administration’s decision to eliminate the Obama-era “social cost of carbon” regulation, which factored the long-term economic damage of carbon emissions into federal policy. Experts say its removal could weaken the rationale behind emission regulations and delay efforts to combat climate change.
The Environmental Protection Agency (EPA), now led by Trump-appointed Administrator Lee Zeldin, has also rolled back emission standards for coal, oil, and gas industries and questioned the science linking greenhouse gas emissions to public health risks. In another controversial move, the Trump administration dismissed the authors of the Sixth National Climate Assessment—an authoritative federal report on climate change—and announced the “reevaluation” of its scope. Simultaneously, the new Department of Government Efficiency (DOGE), headed by tech billionaire Elon Musk, has overseen deep staffing cuts at scientific agencies including NOAA and NASA, disrupting weather tracking and climate monitoring programs.
Environmental experts warn that the cumulative impact of these actions could prove difficult to reverse. “Once scientific teams are dismantled and regulations overturned, rebuilding institutional capacity takes years,” said one analyst.
