The UN Environment Programme (UNEP) and the Climate and Clean Air Coalition (CCAC) have unveiled a major new assessment at COP30, warning that although the world is advancing on methane reduction, the pace remains far too slow to achieve the 2030 Global Methane Pledge (GMP). The recently released Global Methane Status Report (GMSR) 2025 provides the most comprehensive look yet at global methane emissions, the effectiveness of current policies, and what must happen within the next five years to keep climate goals achievable.
The report builds on UNEP’s An Eye on Methane 2025, which showed that satellite technology is identifying methane leaks at unprecedented levels. Despite this technological leap, almost 90% of detected emissions are still not being addressed, highlighting a major gap between detection and action. Current satellite coverage now captures one-third of all oil and gas methane emissions globally, with OGMP 2.0 overseeing reporting for 42% of the world’s production.
Methane Levels Rising, Threatening 2030 Climate Targets
Methane, responsible for nearly one-third of current global warming, reached about 352 million tonnes (Mt) in 2020. Without stronger intervention, emissions are projected to climb to 369 Mt by 2030, largely due to expanding agriculture and growing waste generation. This trend puts the world off track for the pledge to cut methane emissions by 30% from 2020 levels by the end of the decade, a key requirement for limiting global heating to 1.5°C.
Still, UNEP notes that recent policy changes are slowing the rate of growth. New waste regulations in Europe and North America, improved methane-management frameworks in major economies, and a dip in gas demand between 2020 and 2024 have slightly lowered near-term emission projections compared with earlier forecasts.
Global Commitments Increase but Still Fall Short
According to the GMSR, global attention to methane has expanded dramatically. By June 2025, 65% of Paris Agreement signatories had incorporated methane-specific strategies into their Nationally Determined Contributions (NDCs) up from only 92 countries before 2020. If these commitments are fully implemented, methane emissions could peak this decade and decline by 8% below 2020 levels by 2030, representing the sharpest fall ever recorded.
However, UNEP stresses that even this progress would cover only a fraction of what is needed. Full deployment of proven solutions across the energy, agriculture, and waste sectors is essential to deliver the 30% reduction promised under the GMP.
Julie Dabrusin, Canada’s minister of environment and climate change and co-convener of the GMP, emphasized the urgency: “We have made improvements, but faster and deeper methane reductions are crucial. Every tonne avoided supports cleaner air and a more resilient future.”
Energy Sector: The Largest and Most Cost-Effective Opportunity
The report highlights that over 72% of the methane-reduction potential by 2030 is concentrated in the energy sector. Many mitigation options — including leak detection and repair, better controls on venting and flaring, upgrading pipelines, and methane capture from fossil-fuel operations — are low-cost and deliver quick results.
Yet despite progress, regulatory gaps remain significant. Enforcement is inconsistent, data transparency is uneven, and coal-related methane mitigation continues to lag even though cost-effective technologies such as VAM oxidation already exist.
European Commissioner Dan Jørgensen noted that methane action delivers benefits on multiple fronts: “Countries and companies are demonstrating that methane reductions are achievable, improving public health, strengthening economies, and protecting the global climate.”
UNEP estimates that implementing all technically viable measures in the energy sector would require about $98 billion annually, just a small fraction of fossil fuel sector earnings. However, the climate and health benefits could exceed $330 billion each year by 2030.
Waste Sector: Major Long-Term Emission Cuts Possible
Methane emissions from waste are projected to rise 13% by 2030 and more than 50% by 2050 under current trends. UNEP identifies strong potential in actions such as landfill gas capture, food waste segregation, composting, anaerobic digestion, and improved landfill standards. These steps could cut emissions by 13 Mt annually by 2030, with reductions increasing further by 2040 as older waste decomposes more slowly.
Agriculture: Largest Source but Slowest to Reform
Agriculture remains the biggest methane source, contributing 42% of global emissions. While UNEP identifies 24 Mt of potential reductions by 2030 through improved livestock diets, breeding, manure management, and rice-water strategies, policy adoption remains limited. Enteric methane — the largest contributor — remains especially under-regulated.
Data and Finance: Two Critical Gaps
Despite rapid advances in methane-monitoring satellites, UNEP warns that underreporting is still widespread. Strengthening monitoring, reporting, and verification (MRV) systems is essential for effective policymaking and accountability.
On finance, UNEP notes that methane-related funding reached $13.7 billion annually in 2021–22, but achieving the GMP will require around $127 billion each year by 2030 — still only 6% of current climate finance.
The Next Five Years Will Determine Success
The report concludes that the world already has the necessary tools, technologies, and knowledge to deliver major methane reductions. What is missing is urgency. With just five years remaining until 2030, UNEP calls for a coordinated international push supported by strong data, targeted financial flows, and swift policy implementation to ensure methane reductions play their essential role in stabilizing the climate.
