Climate Crisis Deepens Global Inequality: Nearly 900 Million Poor Exposed to Multiple Hazards

As the planet warms and climate systems destabilise, the world’s most vulnerable people are bearing the brunt of the risk and the result is an aggravation of inequality both within and between countries.

According to a newly released report, built around the 2025 Global Multidimensional Poverty Index (MPI) and a companion study titled “Overlapping Hardships: Poverty and Climate Hazards” by the United Nations Development Programme (UNDP) and the Oxford Poverty & Human Development Initiative (OPHI), roughly 887 million of the world’s 1.1 billion people living in “multidimensional poverty” are directly exposed to one or more climate or environmental hazards. 

These hazards include extreme heat, air pollution, floods and droughts:

About 608 million poor people live in regions exposed to extreme heat.  Around 577 million are exposed to dangerous levels of air pollution.  Some 465 million live in flood-prone regions.  And 207 million are in areas subject to drought hazard. 

Importantly, many individuals face multiple hazards at once: roughly 651 million endure two or more of these hazards, and 309 million face three or four simultaneous stressors. 

 Why This Matters

The report emphasises that poverty is no longer just a question of income or lack of resources; it is now deeply intertwined with climate risk. The overlapping of extreme heat, poor air quality and other climate shocks on impoverished populations creates what the authors call “compounded hardships”. 

As the UNDP’s acting administrator Haoliang Xu notes: “When world leaders meet in Brazil for the Climate Conference, COP30, next month, their national climate pledges must revitalise the stagnating development progress that threatens to leave the world’s poorest people behind.” 

What this means in practice is that climate action and development policy can no longer be siloed: they must be integrated. Without that, the warming planet threatens not just the environment, but the social contract itself especially for vulnerable communities.

 Regional Hotspots and the Inequality Divide

The exposure to climate hazards is far from evenly distributed. Two regions stand out: South Asia and Sub-Saharan Africa. In South Asia, for example, the exposure is nearly universal: 99.1 % of poor people in the region (some 380 million) face at least one of the listed hazards; more than 91 % face two or more. 

In Sub-Saharan Africa, the figure is about 344 million poor people exposed. 

Moreover, it is the lower-middle-income countries that carry the greatest number of affected poor people: 548 million are exposed to at least one hazard, and 470 million face multiple hazards. 

In countries like India, the challenge is especially acute. Regions such as Bihar, Uttar Pradesh and Madhya Pradesh are especially vulnerable due to weak infrastructure, limited access to cooling systems or healthcare, and high exposure to heat and air pollution. 

The Road Ahead: Adaptation, Mitigation and Equity

The key takeaway is that tackling poverty and climate change must go hand in hand. The report recommends urgent global action centred on:

Integrating climate-resilient poverty reduction strategies so that social protection, infrastructure and health systems anticipate and respond to climate hazards.  Strengthening local adaptive capacities, since many of the poorest people live in places with weak institutions and limited services but high hazard exposure.  Mobilising international cooperative finance mechanisms to ensure the most vulnerable populations aren’t left behind or forced into deeper hardship. 

Without decisive and inclusive climate action, the warming planet could exacerbate existing inequalities, wiping out development gains and pushing already vulnerable people deeper into crisis. As the report’s authors note: countries with higher multidimensional poverty are expected to experience the greatest increases in temperature by the end of the century entrenching or even widening inequality. 

Conclusion

The era of climate change is increasingly becoming the era of climate-inequality. The statistics are stark: almost nine out of ten people living in acute poverty face direct exposure to environmental hazard. Unless the world acts   not just to cut greenhouse gases, but to build resilience, equity and protection into development   the intertwined crises of poverty and climate may push millions further into vulnerability.

At a time when world leaders gather for conferences like COP30 in Brazil, the urgency could hardly be clearer: climate change is not just an environmental issue it’s a social justice and human development issue. The poorest in the world have done the least to cause the crisis, yet they are the ones paying the price. Ensuring that adaptation, mitigation and equity go hand in hand may determine whether progress made over decades of development is consolidated, or undone.
