India’s Standing in the 2025 Climate Change Index: A Step Backward or a Call to Action?

India has ranked 10th in the 2025 Climate Change Performance Index (CCPI), a key global measure assessing climate action across 63 countries and the European Union. While India remains among the top 10 climate performers, it slipped two positions from last year, signaling both progress and persistent challenges in its climate journey.

The CCPI, jointly published by Germanwatch, the New Climate Institute, and Climate Action Network International, evaluates nations based on four key criteria: greenhouse gas emissions, renewable energy, energy use, and climate policy. This year, as in previous editions, the top three spots remained vacant because no country demonstrated a performance considered “very high” across all categories. Denmark led the list, followed by the Netherlands and the United Kingdom.

India’s strength

India’s continued presence in the top 10 is primarily driven by its relatively low per capita emissions and ambitious renewable energy targets. With a per capita CO₂ equivalent of around 2.9 tonnes—far below the global average of 6.6 tonnes—India stands out among major economies. Its climate-friendly initiatives, including a goal of achieving 500 gigawatts of renewable energy capacity by 2030, reflect a strong commitment to sustainability.

Solar energy, in particular, plays a vital role in India’s renewable strategy. Massive investments in large-scale solar parks, coupled with the Rooftop Solar Scheme, have expanded the country’s clean energy footprint. The government has also pushed for improvements in energy efficiency through updated standards for buildings and appliances, and by promoting electric mobility, especially electric two-wheelers, which dominate urban markets.

Challenges Ahead

However, despite these achievements, India’s two-rank drop in the CCPI highlights several areas of concern. Chief among them is the country’s continued reliance on coal. As one of the world’s largest coal producers and consumers, India’s coal-centric energy model poses significant challenges for decarbonization. Government plans to ramp up coal production to meet growing electricity demands contradict the global shift toward cleaner alternatives.

Moreover, while energy efficiency programs are in place, experts argue that their reach and enforcement remain limited. Urban centers may benefit from updated codes and incentives, but rural and semi-urban areas often lag in adoption. The lack of a cohesive national policy on phasing out fossil fuels or setting a net-zero target further underscores the gaps in India’s climate roadmap.

India’s international climate policy is also seen as ambiguous. Although it has pledged to meet its commitments under the Paris Agreement, critics note that its policies often prioritize economic growth over environmental sustainability. This is understandable given India’s developmental needs and large population, but it also raises concerns about balancing growth with climate responsibility.

Global Concern

The global picture presented by the CCPI further contextualizes India’s position. Major emitters like China and the United States performed poorly, ranking 55th and 57th, respectively. Oil-rich countries like Saudi Arabia, the UAE, and Iran occupied the lowest rungs, largely due to minimal renewable investments and high fossil fuel dependency.

In conclusion, India’s performance in the 2025 CCPI reflects a dual reality: it is both a leader among emerging economies and a nation grappling with significant structural challenges. The drop in rank should serve as a wake-up call rather than a setback. To solidify its position as a climate leader, India must invest in a just energy transition, enforce stricter environmental standards, and align its economic goals with climate objectives. Only then can it maintain momentum toward a more sustainable and resilient future.
