As the world inches closer to the COP30 climate summit, the urgency to ramp up climate action is intensifying. Yet, progress remains sluggish. Only 21 countries—representing just 11% of the global community—have submitted their updated Nationally Determined Contributions (NDCs) under the Paris Agreement, according to the International Institute for Environment and Development (IIED). India, despite its increasing vulnerability to climate change, is among the many nations that missed the original deadline of February 10, 2025, drawing criticism over its climate leadership.
Global Lag in Climate Commitments
The Paris Agreement requires countries to regularly update their NDCs, which outline each nation’s commitment to reducing greenhouse gas emissions and adapting to climate change. By the February 2025 deadline, only 13 of the 195 signatories had submitted their plans, a fact highlighted in a report by Carbon Brief. These delays are particularly concerning given that the lagging countries collectively account for 83% of global emissions and nearly 80% of the world’s economic output.
Recognizing the lack of submissions, the United Nations extended the deadline to September 2025 to allow countries additional time to refine and submit their strategies. UN Climate Chief Simon Stiell, in a speech on February 6, 2025, acknowledged that most countries plan to submit their NDCs this year and noted that taking additional time to improve the quality of these commitments is “sensible.” However, he emphasized the importance of submitting these documents by September so they can be included in the UN’s forthcoming global synthesis report, a key evaluation tool leading up to COP30.
India’s Delayed Response and the Rising Climate Toll
India’s delay has attracted particular scrutiny given its high exposure to climate risks. The country is already grappling with the severe consequences of a changing climate, including frequent heat waves, erratic monsoons, prolonged droughts, and devastating floods. These environmental stresses are not only affecting ecosystems but also threatening livelihoods, health, and economic stability.
The human cost of climate inaction in India has become stark. In 2024 alone, the country recorded 3,238 deaths due to extreme weather events within the first nine months—an 18% increase from 2022, according to a March 2025 report by Greenpeace. These alarming figures underline the urgent need for robust climate resilience and adaptation strategies.
Although India has incrementally increased its spending on climate adaptation—from 3.7% of its GDP in the fiscal year 2015–16 to 5.6% in 2021–22—experts argue that this is still insufficient. The Union Budget for 2025 failed to allocate any significant new resources specifically for climate adaptation measures, leaving millions of vulnerable citizens exposed to the growing threat of climate-induced disasters.
The Road Ahead
India’s role in the global climate dialogue is crucial. As a rapidly developing nation with a significant population and economy, its climate policies have far-reaching implications—not just domestically but also internationally. While the country has made notable progress in areas like renewable energy deployment and emissions intensity reduction, the absence of updated NDCs ahead of COP30 weakens its position as a climate leader.
As the September deadline looms, the pressure is mounting on India and other major emitters to submit ambitious, actionable, and science-aligned climate plans. With the COP30 summit on the horizon, the window to steer the planet away from a catastrophic trajectory is narrowing. It is imperative that India rises to the challenge—not only to safeguard its own people but also to bolster global efforts in mitigating climate change.
Failure to act decisively now risks deepening the climate crisis and undermining the collaborative spirit of the Paris Agreement. The world is watching, and the time for delay has long passed.
