Climate Crisis Demands $7.5 Billion Boost for Indian Agriculture

Climate change is taking a heavy toll on India’s agricultural backbone. According to Gilbert F. Houngbo, President of the International Fund for Agricultural Development (IFAD), a crucial injection of around USD 7.5 billion is imperative for boosting the resilience of Indian farmers against climate-related pressures.

The Growing Climate Threat

India’s agriculture—supporting nearly half its workforce and contributing some 16% to GDP—faces escalating risks due to shifting weather patterns, increasingly erratic monsoons, rising temperatures, and extreme weather events. These challenges are especially pronounced for smallholder farmers who rely heavily on monsoonal rains and lack adaptive infrastructure. As studies show, a mere 1.5 °C rise in average temperature could slash yields of wheat, rice, maize, mustard, and potato by up to 18% by 2040 .

Estimated climate change could reduce rural incomes by 25–60% during years of drought, increasing poverty by up to a third . For India still grappling with fragmented landholdings and low mechanisation adoption building resilience is not just beneficial, it is vital.

IFAD’s Call to Action

Gilbert Houngbo, addressing the Economic Times CFO event, underscored a bold roadmap. He emphasised that deploying USD 7.5 billion in climate finance over the next decade would significantly bolster critical interventions climate-smart seeds, irrigation systems, mechanisation, and risk‐mitigation programs.

IFAD has already positioned itself in this space through projects like SCATE (Scaling up Agricultural Technologies for Smallholder Farmers), targeting climate resilience, women empowerment, youth engagement, and mechanisation. The SCATE project alone co-financed by IFAD has leveraged over USD 64 million in climate funding to introduce appropriate farm machinery, support community tool banks, train female farmers, and stimulate youth-led agribusinesses.

A Wealth of Government Initiatives

The Indian government has adopted a multi-pronged strategy to fortify its agricultural sector:

  • Durable crop varieties: Nearly 2,593 improved varieties have been released between 2014–15 and 2023–24, most designed for stress resistance.
  • Natural and organic farming: The National Mission on Natural Farming (NMNF) supports farmers adopting low-cost, eco-friendly agricultural systems—with ₹2,481 crore (approx. USD 300 million) earmarked over four years.
  • Micro-irrigation boost: The “Per Drop More Crop” initiative has helped irrigate 9 million hectares since 2015–16, reducing water usage and input costs 
  • Digital crop monitoring: Digital Public Infrastructure (DPI) now spans 400 districts to map land use and crop patterns in real time.
  • Credit and pricing support: Kisan Credit Cards and Minimum Support Price policies aim to ensure access to credit and fair returns for farmers.

Why More Investment is Needed

Despite these gains, gaps remain. Public investment in agriculture lags behind other sectors, and smallholders often struggle to access finance effectively . While agriculture credit has grown, credit needs continue to outpace institutional channels. Meanwhile, climate-smart tools and the infrastructure to deploy them at scale carry hefty costs beyond government budgets alone.

Houngbo emphasises that the proposed USD 7.5 billion is not mere hand‑outs it is seed capital for transformative investments. These funds could underwrite improvements like:

Efficient irrigation systems suited for climate variability

  •  Heat and drought‐resistant seed varieties
  •  Low-emission farm machinery, reducing both drudgery and greenhouse footprints
  •  Community-managed implement banks, operated by women and youth
  •  Risk transfer tools, including crop insurance and weather-indexed cover

These are the exact types of interventions that IFAD has piloted in states like Assam, Odisha, and Chhattisgarh—with promising early results .

A Stitch in Time Saves Nine

With climate disruptions already affecting yield rice yields alone may decline by 12% by 2040 the importance of foresight cannot be overstated . By scaling climate-smart investments now, India can preserve its food security, support farmer incomes, and mitigate rural poverty spikes.

India isn’t starting from scratch. Strong policy architecture such as subsidies for sustainable farming, promotion of natural inputs, and digital interventions lays the groundwork. Yet, bridging the finance and infrastructure gap, especially for smallholder access, remains crucial.
