ICIMOD Warns of Intensifying Climate Threats in India and Himalayas This Monsoon

India must brace for a significantly hotter and wetter monsoon this year, according to a new regional outlook released by the International Centre for Integrated Mountain Development (ICIMOD) on June 11, 2025. The report, based on forecasts from global and national meteorological agencies, highlights rising climate threats that could deeply affect India’s people, economy, and ecosystems—especially in the Himalayas and downstream river basins.

Part of the larger Hindu Kush Himalayan (HKH) region, India is expected to experience temperatures up to 2°C above average during the upcoming summer monsoon, alongside above-average rainfall. The HKH spans eight countries and plays a critical role in regulating the monsoon and water cycles across South Asia.

“The forecasts we’ve studied are unanimous in predicting a hotter monsoon across the entire HKH, with a trend towards higher-than-normal rainfall in major parts of HKH,” said Arun Bhakta Shrestha, senior advisor at ICIMOD and one of the reviewers of the outlook.

A Monsoon of Extremes: What the Forecast Says

The report flags that India, Nepal, and Pakistan, as well as parts of Tibet (China), are highly likely to receive more rain than normal this monsoon season. For India specifically:

“Strong probability that southwest monsoon seasonal precipitation will be above normal,” the report says about India.

While Nepal is forecast to see a similar trend, Pakistan is expected to experience “normal to slightly above normal precipitation,” with particular increases in northern Punjab, southern Khyber Pakhtunkhwa, and northern and southwestern Balochistan.”

In contrast, Afghanistan will likely face “below average rainfall June–September with severe dryness likely in the west.” Parts of northern Khyber Pakhtunkhwa and western Gilgit-Baltistan (Pakistan-occupied Kashmir) are also forecast to remain drier than usual.

Floods, Landslides, and GLOFs: India’s Growing Disaster Risks

For India, the implications are serious. The monsoon is the primary water source for agriculture, hydropower, and drinking water across vast regions. An intensified monsoon season brings dual risks: extreme flooding on one hand and infrastructure stress and disease outbreaks on the other.

“Rising temperatures and more extreme rain raise the risk of water-induced disasters such as floods, landslides, and debris flows, and have longer-term impacts on glaciers, snow reserves, and permafrost. Lower rainfall, meanwhile, particularly in water-stressed countries such as Afghanistan, may pose risks to food and water security in a country with already extraordinarily high levels of malnutrition.”

The Himalayan states of India are particularly vulnerable. Historical data shows that between 1980 and 2024, over 72% of floods in the HKH region occurred during the summer monsoon season. In India, this includes devastating flash floods and glacial lake outburst floods (GLOFs) that have affected regions like Uttarakhand, Himachal Pradesh, and Sikkim in recent years.

“Given the extremely high exposure and risks in our region, we urgently need impact-based early warning systems adopted at scale, and for government and donor support to build up disaster preparedness to increase,” said Saswata Sanyal, manager of ICIMOD’s Disaster Risk Reduction work.

Climate-Driven Health Hazards Loom

With a combination of higher temperatures and heavier rainfall, public health risks are also expected to rise. Urban centres in India may see more cases of dengue, cholera, and heat stress, especially in slum and peri-urban areas with poor drainage and healthcare infrastructure.

These predictions echo a broader regional trend. A recent World Meteorological Organisation (WMO) report noted:

“South Asia has been wetter than average in recent years, except 2023… The organisation forecasts that this trend will continue until 2029.”

Glacier Melts and the “Third Pole” Crisis

But the warning doesn’t stop at this season. At a High-Level Conference on Glacier Preservation, ICIMOD representatives issued a broader climate alert that resonates strongly with India’s interests in the Himalayas.

ICIMOD, emphasizes that the Hindu Kush Himalaya, often called the Third Pole, contains the largest ice reserves outside the Arctic and Antarctic, and supports over 240 million people directly, while sustaining 2 billion more downstream.

“Yet the cryosphere here… is degrading at alarming rates, due to warming, unsustainable development, and environmental degradation. Even under the most optimistic emissions scenarios, up to two-thirds of glacier volume could be lost by 2100. Peak water is projected around mid-century—just 25 years from now—after which flows will decline. The implications of these changes for regional – even global – stability are unthinkable.”

Over 200 glacial lakes across the region—including in northern India, Nepal, Bhutan, and Pakistan—are now classified as potentially dangerous, threatening lives and critical infrastructure.

 “These are no longer future threats. The science is clear. But the response is still far too limited. At ICIMOD, we know no single country can address this alone. Glaciers cross borders!”
