On August 5, 2025, the tranquil village of Dharali in Uttarkashi, Uttarakhand, was devastated by a violent flash flood that took lives, destroyed infrastructure, and left an entire community in distress. A sudden surge of water, mud, and debris swept through the area, submerging homes, sweeping away vehicles, and triggering panic. This disaster is yet another grim reminder of the increasing vulnerability of Himalayan regions to climate extremes.
The Disaster Unfolds
In the early afternoon hours, residents of Dharali witnessed a terrifying scene as a sudden torrent of water surged down from the surrounding hills. Houses and shops were submerged within minutes. The force of the flood even carried away a car with people inside. At least four deaths were reported initially, with several others still missing, including defense personnel stationed nearby. Over 190 individuals were rescued by coordinated efforts involving the Army, National Disaster Response Force (NDRF), State Disaster Response Force (SDRF), and other local agencies. However, operations were hampered by landslides, broken roads, and continuous rainfall.
Confusion Over the Cause: Cloudburst or GLOF?
While initial reports attributed the tragedy to a cloudburst—a localized, intense rainfall event—experts and meteorological data suggest the possibility of other causes. A typical cloudburst involves rainfall of over 100 mm in an hour. While heavy rainfall was recorded elsewhere in Uttarakhand, the immediate area around Dharali saw only moderate rainfall, indicating that something more complex may have triggered the disaster.
Several scientists now believe the incident could be linked to a glacial lake outburst flood (GLOF), where a natural dam containing a glacial lake fails, releasing massive volumes of water downstream. Others speculate that a landslide or collapse of a glacier may have temporarily dammed water upstream, which then burst suddenly. Dharali is built on an alluvial fan—terrain formed by sediment deposits from earlier floods—which is naturally unstable. Construction and encroachment on such zones, combined with deforestation and unregulated development, may have further weakened the area.
How Geography and Climate Exacerbate Risks
Uttarkashi’s terrain is notoriously complex. Ranging from steep cliffs and glaciers to narrow river valleys, this region is especially vulnerable during the monsoon season. The steep slopes and poorly drained soil amplify the risk of flash floods, especially when intense rainfall or glacial activity occurs.
The monsoon season (June to September) brings a high concentration of moisture-laden air to the region. When this moist air hits the mountainous terrain, it results in intense rainfall, sometimes over small localized areas. However, intense rainfall alone doesn’t account for every flash flood. In fact, only about a quarter of flash floods in India are caused solely by rain. Others are the result of saturated land, glacier melt, deforestation, blocked drainage, and sudden geological events like landslides.
Adding to this complexity is climate change. As global temperatures rise, the air retains more moisture, leading to more frequent and intense rainfall. Glaciers are melting at an accelerated pace, forming more glacial lakes, which are vulnerable to bursting. The fragile Himalayan ecosystem is thus becoming increasingly prone to such disasters.
A Wake-Up Call on Development Practices
Over the years, the pressure of tourism, rapid urban expansion, and infrastructure development—such as roads, hydroelectric projects, and hotels—has drastically changed Uttarakhand’s natural landscape. In many places, construction has been carried out in zones marked ecologically sensitive or prone to flooding.
Despite warnings from environmental experts and geologists, developmental activities often proceed without proper risk assessments or disaster preparedness. The result is a dangerous overlap of natural hazards and human-induced vulnerabilities.
The tragedy in Dharali is not an isolated case. Similar disasters have occurred in Kedarnath (2013), Chamoli (2021), and multiple other locations across the state in recent years. Each incident underscores how fragile the balance between nature and development has become in the Himalayas.

To reduce the risk of such future calamities, a multi-pronged approach is necessary:
