A report by the Comptroller and Auditor General (CAG) has revealed a grim reality about Delhi’s air pollution crisis. Between 2018 and 2023, the national capital recorded ‘poor’ to ‘severe’ air quality on 56% of the days, amounting to 1,195 days of hazardous air. The findings question the effectiveness of pollution control measures, pointing to unreliable air quality monitoring and gaps in enforcement. Experts warn that without urgent intervention, Delhi’s air could remain a significant public health threat.
Audit Flags Gaps in Monitoring and AQI Reliability
The CAG report highlights significant shortcomings in Delhi’s air pollution monitoring. One primary concern is the lack of accurate data on vehicular emissions. Despite transport being a key contributor to air pollution, authorities do not maintain an updated vehicle inventory on Delhi’s roads. This data gap makes it challenging to assess pollution sources and implement targeted interventions. Secondly, the city has not grown its public transportation system enough, driving more people towards private means, contributing even more to degraded air quality.
Another serious concern identified by the audit is the failure to monitor industrial emissions. According to the report, pollution controlling authorities did not make real-time emissions tracking from major industries mandatory. Numerous industrial units functioned without legitimate environmental clearances or could not meet emission standards. This failure of regulatory action has worsened air quality in industrial areas.
Reliability Concerns with Air Quality Index
The report also raises doubts about the accuracy of Delhi’s Air Quality Index (AQI). According to CAG, several Continuous Ambient Air Quality Monitoring Stations (CAAQMS) do not meet the location and operational requirements of the Central Pollution Control Board (CPCB). This could lead to inaccurate AQI readings, potentially underestimating pollution levels and delaying policy responses.
In addition, the Delhi Pollution Control Committee (DPCC) does not have adequate long-term pollutant concentration data. According to the report, air quality monitoring has frequently not accurately captured pollution spikes, particularly during make-or-break months such as winter when smog conditions are worse. Policymakers and citizens alike are left in the dark regarding the city’s air pollution problem without dependable AQI measurements.
Health Implications and Expert Insights
Delhi’s persistent air pollution has led to a rise in respiratory illnesses, cardiovascular diseases, and reduced life expectancy. Fine particulate matter (PM2.5) is of particular concern, as it penetrates deep into the lungs and bloodstream, increasing the risk of asthma, lung infections, and heart complications. The report highlights that prolonged exposure to polluted air could have long-term consequences, especially for vulnerable groups like children and the elderly.
Anumita Roychowdhury, Centre for Science and Environment’s Executive Director of Research and Advocacy, has emphasised tighter enforcement. Although there has been some improvement in air quality over the last decade, the rate of change is still inadequate considering the magnitude of the health risk. She cautions that Delhi will continue to grapple with poisonous air unless agencies ramp up their monitoring and mitigation efforts.
Challenges During Winter Months
The study shows how Delhi’s air worsens substantially during winter, owing primarily to meteorological conditions and seasonal pollution sources. Low winds and cold weather bring pollutants nearer to the surface, exacerbating smog generation. Moreover, waste burning, increased traffic volume, and construction add substantially to the spikes in pollution at this time.
One of the most contentious sources of winter pollution is burning crop residues in neighboring states. According to research, stubble burning accounts for up to 70% of PM2.5 levels in North India during peak pollution months. These fires’ black carbon (BC) also contributes to climate change by absorbing heat and accelerating glacial melt. Despite several policy interventions, crop-burning incidents continue to occur annually, adding to Delhi’s pollution burden.
The CAG report calls for an immediate joint action plan for the Delhi air pollution crisis. Improved public transport facilities, better emission monitoring, and strict vehicle pollution standards are key to controlling dangerous pollutants. The report also suggests increasing green spaces and better waste management should help restrict open burning.
Experts stress that addressing Delhi’s air pollution requires local and regional cooperation. Since pollution sources extend beyond city borders, policymakers must work with neighboring states to tackle crop-burning and industrial emissions effectively. Without long-term systemic changes, Delhi’s air pollution problem will persist, placing millions at continued risk.
