As global leaders gather in Belém, Brazil, for the UN Climate Summit (COP30), India has unexpectedly become one of the most closely watched nations not because of an announcement, but because of its silence. Despite being the world’s third-largest emitter of greenhouse gases, India has yet to submit its updated Nationally Determined Contribution (NDC), a mandatory climate commitment required every five years under the Paris Agreement.
More than 120 out of 196 UNFCCC member countries have already submitted their revised plans, yet India remains among the holdouts. The deadline for the new NDCs, originally set for February, was extended to September when the majority of countries missed it. Even after the extension, several major economies, including China and the European Union, adjusted their plans before COP30. India, however, has chosen to wait.
Environment Minister Bhupender Yadav confirmed during the summit that India will submit its updated plan only by the end of December, keeping negotiators and observers in suspense.
Rising Pressure in a Warming World
The urgency surrounding updated climate plans stems from growing scientific concern. The Paris Agreement aims to limit global warming to well below 2°C, ideally 1.5°C, to avoid dangerous climate consequences. But progress has been slow.
A recent assessment by the United Nations Environment Programme (UNEP) warns that, based on existing policies, the world is currently heading toward 2.8°C of warming, a trajectory scientists say could trigger irreversible planetary impacts.
To realign with Paris targets, global emissions must fall by 35–55% by 2035 compared with 2019 levels. Yet the combined climate plans submitted so far, assuming full implementation, would achieve only abouta 12% reduction.
Against this backdrop, India’s delay is being viewed by some as a missed opportunity to demonstrate leadership; by others as a deliberate negotiation strategy.
India’s Position: Equity Before Ambition
India has not publicly explained the delay, but its messaging at COP30 reflects a clear stance: developing nations cannot be expected to adopt more ambitious targets without significant financial and technological support from wealthier countries.
In an opinion piece published days before the summit, Yadav criticised prolonged negotiations, writing that global climate progress “cannot come from endless discussions alone.”
At COP30, he reiterated India’s demand:
“Developed countries must reach net zero far earlier than current target dates and deliver new, additional and concessional climate finance at a scale of trillions, not billions.”
The climate finance debate remains contentious. During COP29, developed countries proposed mobilising $300 billion annually by 2035, far below the over $1 trillion requested by developing nations. Many poorer countries have also objected to reliance on private capital, arguing that loan,s not grants, could deepen financial vulnerability.
Meanwhile, some developed nations now argue that rapidly growing economies like India and China should also contribute to global climate finance. EU Climate Commissioner Wopke Hoekstra stated that some emerging economies now enjoy higher GDP per capita levels than many European states, and therefore should “chip in.”
Progress Acknowledged, Challenges Persist
India argues that it has already demonstrated a strong commitment to clean energy. It met a key pledge of 50% of installed power capacity from non-fossil sources well before the 2030 target.
This achievement has been widely recognised. However, global watchdogs remain cautious.
The Climate Action Tracker currently rates India’s climate action as “highly insufficient.” Coal still dominates India’s power sector, accounting for around 75% of electricity generation, while experts warn it must fall to 19% to align with the 1.5°C pathway.
India also dropped 13 places in the Climate Change Performance Index, now ranking 23rd among 63 countries and the EU, with analysts raising concerns about continued coal block auctions and the absence of a clear exit roadmap.
According to the UN Emissions Gap Report, India recorded the highest annual increase in emissions in 2024, surpassing both China and Indonesia.
